Caution: Beware all suppliers, service providers, freelancers from MXN Middle East FZ LLC, Dubai.

Secure your full payments in advance from MXN Middle East before delivering any kind of service or products (related to IT, Kiosks, Digital Signage or other areas), you might end up with no payment at all.

It all started with a project from Department of Transport in Abu Dhabi. MxN Middle East subcontracted the software development part in Jan 2010. Project had a tight deadline and it was delivered by the end of Jan, followed by addressing of some feedback till it was finalized and approved by MxN Middle East as well as their client.

MxN Middle East was billed in Feb 2010 and supplier waited for 30 days for clearance. Upon follow up on the payment and it was told that the payment will be cleared soon as soon as their client release the payment.

It was believed or assumed that they handover to Department of Transport on March 21 as per the Press release on their website. It's also possible that they might haven't received the payment but upon follow up, supplier was simply asked to be more patient and not to "BUG" again and again for the payment.

Meanwhile, MxN Middle East received another request from their client to add more features to the software, Same supplier was contacted again for a quote, though in dilemma of getting paid or not, he sent back a quote.

Supplier had his patience, still he has been following up politely MXN Middle East turned down everytime. He had enough and finally told MxN Middle East that software will expire in 6 months if they still don't clear their dues or he will contact Department of Transport ourselves. Upon this he started to receive threatening and harassing calls and forced him to sign an NDA for the release of the payment.

Supplier on his end wanted to give MxN Middle East some relaxation and some more time hoping they would clear their dues but experiencing negative response, he changed his policy and declared that he will no longer work for MxN Middle East until dues are cleared.

One cannot waste more time in developing more features keeping in mind the first experience.

Upon this MxN Middle East tried to force things further by forcing a clause that the payment will only be released if work is continued and more features are added as per their client's request.

It's difficult for any entity to continue providing services while knowing the status of earlier bills having bad hopes, not to mention a negative response if you are to follow up for payments.

It went on for more than six months and still no sign of the payment, sometimes the contact persons were out of country or simply out of reach.

Irrespective of all this, keeping in mind the values, supplier never wanted to go to his client complaining that software which is unpaid, is getting used on their systems for more than six months, assuming they might have paid and it's not their mistake, he did try to force MxN Middle East that we will approach their client.

Though having no real intentions to approach their client to complain about MXN Middle East, he experienced a very strange response from MxN Middle East.

MxN Middle East tried to overcome this by declaring that they are not longer using our software and will have it developed from another Supplier (hope they pay him) and are removing from software from each system.

They further added since the software is a Trial, so if they remove it, they are not liable to pay for it, but they forgot that they custom ordered it and liable to pay for it in any case, the trial is simply a limit on usage until bills are settled in case client delays payment without a reason.

In everyday life, our utilities and services gets disconnected if we don't pay the bills, but you cannot say you no longer have to pay your earlier bills, one will stay liable for them forever, such entities are enlisting as "Defaulters", and if they go for a new connection or service, they are simply refused. Same is what was intended for MXN Middle East and they simply failed to trick. A Little knowledge is a dangerous thing.

As this was felt also, they simply had bad intentions since the beginning and never wanted to pay, all trickeries were just meant to waste time and get away with payment. We also searched on the background of MxN Middle East and came across some news releases which were not very good especially one from recession times about bouncing checks. Feel free to search on this.

I would recommend suppliers (or clients) not even to sign an NDA with agreement, unless they believe their payments are fully secured, so you don't have to keep your mouth shut if they default or fail to pay. Get everything signed in writing instead of verbal approaches even for pity details before conducting any business with them.
