 Post subject: Freelance Websites - Are they good?

I wonder how websites such as http://www.getafreelancer and http://www.getacoder.com are active in preventing fraud through their sites. I recently posted a project which I needed done, I got lots of replies, one in particular from a guy called Brian Carnegie. I started discussions with this individual and it wasnt long before he was requesting 50% of the project cost to be transferred to him via western union. This rang some bells straight away so I ran a google search on him and found some disturbing material. One site in particular is soley about this individual and how he scames other people: http://bryancarnegie.blogspot.com - It turns out what he does is bid for projects such as mine and then disappear once he receives the 50% down payment. I know it would be hard to monitor but shouldnt sites like these at lease verify in some way the companies or individuals that are allowed to bid for projects. I find it also very stupid of individuals such as Bryan Carnegie that do the likes of this, does he not realise he is ruining his name, which is obviously his real one since you have to produce some form of ID when collecting western union payments.
