Now that's classic... the FBI doesn't have a "secret shoppers" unit! And the spelling and punctuation is way off too... nice catch!

Looks like they merged the Secret Shopper scam with the FBI email scam . . . this scammer must not have know which form letter he was supposed to use, so he used a little from each.
