Yes it's a scammer... using Paypal they can do a chargeback claiming they never received the goods or they used a stolen credit card and there have also been cases where the Paypal account was a stolen account... either way you would lose out... to be safe, always do money transactions in person to avoid any problems.

Paying more than the asking price is called an Overpayment Scam and you would be paid with a counterfeit cheque/money order (if not using PayPal). No genuine person will do that. Run away from all such buyers like this. Chargebacks, as ximora has said, is a big problem.

Jep - looks definitely scammer-like to me, but the thing that I ask myself is actually - some scammers are quite perfectly hidden - so how do I seperate those from the real ones that are not spamy?

A sailor at sea would have a government e-mail. You're unlikely to get scammed like that since that sailor would get in MAJOR trouble for using a government email to commit a crime. Unless he is not a sailor at all, then you would be getting scammed. I would check up on his story a little before you right him off completely.
