IMHO that site is up and running again at a different address. It takes less than a week to create a professional looking web-site. I have been trying to close down a UK fake bank for 3 weeks so far and it is still up and running.

If the authorities seriously want to reduce internet fraud, they must develop systems that allow them to close down a domestic site within 24 hours of notification and one based overseas within 72 hours.

Until this is in place, the very least they should do is list all known scam bank sites at a well published web address so people can check and provide an e-mail address where such alleged banks can be reported.

Have you already tried to reach the Internet Service Provider (ISP)that is hosting the website. Via http://www.tucows.com and a 'who is'search you can get to know the ISP. Once you've sent several serious complaints they will take a look in it and probably take action.
